SMS Sender is a web app that lets you send SMS messages to most North American cellphones.

On most mobile devices email is not pushed (you have to check your mail in order to see if anything new has arrived,) but SMS messages are pushed. So as long as a phone can check a POP3 mail account on a server you have access to you could use procmail to launch a script on the server whenever mail arrives in that account. The script would then send an SMS to the phone using this web app. This way the phone would receive an SMS whenever there was new mail. You'd still have to manually check in order to get the mail, but at least you'd be informed about when to do this.
