More campaigning to stop the madness that is Internet Explorer 6. Of course it won't work. But I did learn that Windows 2000 doesn't have IE 7 or 8, so a lot of businesses (that's mostly who would still be using Windows 2000) have no choice but to use 6 if they're going to use IE.
Still skeptical, but here's another one that just popped up, this time as a bit of javascript that will open a lightbox over your page encouraging IE < 7 users to upgrade. Still, as noted above, that's no help to people stuck on Windows 2000.
What if google decided not to display results for IE < 7? This is the only thing I can think of that would force people (and businesses) to upgrade. But why would google do that? I mean, it would be to their benefit, but it would also piss people off so I doubt they'd do it. Short of that though, I don't see how any of these campaigns are going to work.
