According to my friends J&J, people in Pickering, Ontario used to do this to recreate "that puppet from The Dark Crystal." I thought I knew what puppet they meant until I went looking.

While they look a little more sane, I still maintain that there is something (read - nuclear waste) in their water as the hands are from Labyrinth, not the Dark Crystal.

Everything by Jim Henson looks like those hands.
Kelly that's a good one, but it's not from Labyrinth unfortunately. It's definitely a character with a "sort of beak thing" and definitley from the Dark Crystal because we had a conversation about how I am too old to have found that movie even remotely scary. But then age seemed to be not so much of a factor when one of the Js admitted that he was scared in E.T. Back to the water theory.
I feel behooved to mention that A: I think this hand puppet thing is GR-8(!), and B: while Kelly may cast aspersions on Pickering, I say " THANKS, FOLKS". I know about 4 people from pickering and they are all very very smart. I think Kelly might be from Pickering. She is smart too.
