what is a flotilla mean in first link?.............(lost my NYT login)...............one article said she was on/attached to a paddle board and as such could not be freed under water after the snag........INSANE LOSS

a flotilla generally means a small group of boats, in this case according the times article it was two inner tubes and a paddle board loosely connected.
