WHEN it says on PAGE SIX that you're quitting, you're quitting. We reported way back in August 2002 that NewYork Times restaurant critic William "Biff" Grimes would not be returning from a mysterious leave of absence. A Times spokesman said then there was no reason "for us to be discussing a succession." Grimes did return - but not for long. Yesterday, an internal memo obtained by Nation's Restaurant News confirmed that Grimes will cease reviewing at the end of the year. He's expected to continue writing features for the paper.
