I guess it's not so funny after all.
Just sort of a joke, like if HTML implemented accents this is how it would probably be done (span is just a generic tag that wraps an arbitrary amount of text and can take arguments that effect the formating of that text - but 'voice' is a ficticious argument.) This style of joke is fairly common among geeks (like this brig eaton t-shirt that is hard to read but says <designer class="unemployed"> which isn't really an html tag either, but reads like one, so is sort of funny.
