WHEN even the Times is picking up on the rumor that Rudy Giuliani may be a homeland security czar, you know it's widespread. Some conservative Republicans on the Hill are aggressively pushing the idea, I hear, because they think that Rudy would fail at this daunting task and thus knock off his halo and the perception that he's the future of the GOP.
