Yes that’s a Red-tailed Hawk. At least I’m reasonably certain; photo is not sharp, and there are a few other possibilities, but they’d be highly unlikely in the city in summer. When I started birding in 2000 the famous 5th Avenue nest was only a few years old and highly unusual. By now they are relatively common around the city, with multiple nests in every borough. That’s probably a young bird, as they are still learning, making mistakes and getting into situations that get them involved with humans more often than the adults do.
